Timothy (Tim) Moreland is the Founder and Principal of Change Works, LLC, a strategic consultancy dedicated to helping municipal leaders navigate complexity and drive operational excellence. With close to 20 years of experience in the public sector, Tim has established a reputation as a "force multiplier" for local government executives.
Before founding Change Works, Tim served founding Administrator of Innovation Delivery and Performance for the City of Chattanooga. During his tenure at Chattanooga, he pioneered the city's nationally recognized open data, innovation and performance program and spearheaded the rollout of transformative AI initiatives, including a first-of-its-kind partnership with Google to use natural language AI for understanding city codes. His leadership was instrumental in Chattanooga achieving two consecutive What Works Cities Gold Certifications for excellence in data-driven governance.
Tim holds a Master’s degree in City & Regional Planning from the University of Memphis and a Bachelor’s in Urban Studies from Rhodes College. He is a practitioner of Human Learning Systems and complexity science, moving beyond traditional bureaucracy to help organizations become more adaptive, human-centered, and resilient. When he isn't solving "wicked problems" for city hall, Tim can be found exploring the trails around Chattanooga with his wife of 23 years and two daughters.
